BS PAS 184:2017 gives guidance on developing project proposals for delivering smartcity solutions.

It uses case studies to illustrate good practice in smart city procurement andcreating viable, financially robust business cases for smart city projects. It isrelevant to projects of all sorts – not just ones that involve a procurement, andnot just ones that involve a technology component.

It is for use by city leaders from the public, private and community sectors. Inparticular, it is targeted at project officers and commissioners of services withinlocal and city authorities, their senior managers and the procurement specialistswho support them.

The PAS is also of interest to suppliers of products and services to cities andcitizens, providing them with insight into what cities regard as good practice inthe development and procurement of smart city solutions.

This PAS does not cover:

• how to develop the broader vision, strategy and operating model for a smartcity that provides the optimal context for any specific smart city project – thisis dealt with in PAS 181 and relevant linkages are highlighted throughout thisPAS; or
• how to manage the ongoing operation of a smart city solution once it hasmoved out of project development and into live running as part of thebusiness-as-usual operation of the city.
